Yes - the rotor can just fail. (cap too) You can probably measure resistance
from the shaft to the rotor contact if it has failed - but not definately. If
you see black lines on the cap or rotor you may have carbon tracing - which
shorts out the spark. Check the coil tower for this condition too.

There is a $5 rotor out there that works just fine. It is a standard part for a
early 90's VW. Sorry I can't provide a part number but if you find one that
physically fits and has an internal resistance the same as the old one you are
good to go. I think the resistance is 4K ohms.

I have also found that the V8 ignition needs a good clean plug or it mis-fires.
I have never seen a motor so picky about plugs. Be sure they are good and clean
and properly gapped.

Why did the cap crack? Have you had the tie rods replaced? If they are installed
wrong they will break the caps off.
