Joel,

The surging and jerking when decelerating was fixed by performing a recall 
that dealt with the throttle where the cruise control bellows connect via a 
rod with a plastic bushing on it.  The problem being when this bushing would 
wear it would cause the throttle to be prevented from returning to full stop 
and also was causing the throttle to hang up along its travel.  This not 
only cured the surging and the jerking, but also my high idle problem that I 
was experiencing.

Also, my ABS problem is now fixed.  More on that in a later post.
