[V8] "Brake Pad Light" & "Cat Light"

Does the brake sensor trigger when the wires are grounded?  If so, shouldn't the light go out when I disconnect the plug? 

I jumped the 3-pin connector at the wheel on the passenger side (only 2-wires going to it) and that didn't change anything either.  When I did the brake job the passenger side sensor came apart so I figured the problem was with that sensor.
