Not necessarily. If you have 17" wheels, you want the overall tire diameter to be close (or equal) to the factory diameter. Since the wheel diameter is larger, there has to be less sidewall. For the speedo (and wheelwell gap) to be correct using a 17" wheel, there is only one size sidewall that will work (~102mm). That corresponds to roughly 50% of 205mm (if you use relatively skinny 205/50-17), 45% of 225mm (if you use 225/45-17), or 40% of 255mm (if you use the fat and cool looking 255/40-17).
Your 245/45s have only 98mm sidewall. Remember that if you replaced the 245/40s with 255/40s on your 17" wheels, there will be more sidewall, and therefore an overall increase in tire diameter (and a corresponding decrease in wheelwell gap) over the 245/40s on there now.
You have essentially 3 choices in tire size, each with different widths. The overall outside diameter stays the same.
