Have you tried an Impact Wrench?  Not a cheap one.  I curse my cheap one.
It works, but not on over torqued or totally stuck applications.  Use alot
of heat ,make it glow red. Then, use a breaker bar with a cheater bar.  The
more leverage the better.  It will either break loose or break off, either
way, mission accomplished!

I have my car 90% back together.  I have to do an alignment so I thought I
would replace the tie rod ends.  The passenger side tie rod end came off but
the
two sided bolt is really stuck in the tie rod.  The lock nut and collar are
loose, I have tried heat, and it has been soaking in penetrating oil all
day.
Any tricks or advice?  Do I need to use a little more persistence or is it
likely stuck for life?  Gotta love dissimilar metals.  TIA.
