[V8] Seat Belt woes

Howdy sports fans, How Bout them Cats!!!!!!!!!
Ok got that out of my system.
The drivers side seatbelt in my 90 V8 is stuck half drawn out. It will not extend nor retract. Its done this before but always fixed itself overnight (don't ask me - maybe I have good gremlins or maybe they like the offerings of cookie crumbs that my kids leave them) It used to happen when I pulled the belt too hard or quick when closing it. 
Anyway Its been stuck for almost a week and Its kinda uncomfortable to drive without a belt. Bad example too.
Any thoughts????
