[V8] Seat Belt woes

I had this same problem with another car that I had - ended up being a
partially broken return spring - be careful, the spring that was in this
car was a ribbon spring, if you let it go you could loose an Eye real
quick.  Mine broke right near one end so I was able to cut it all the way
and wind it up real tight so it would work - went another 30k and it still
worked when I got rid of it.
