I got that bolt loose on my 200q20v by using a set of extensions on a
socket and inserting the assembly through the passenger side wheelwell. I
could look through the steering arm opening and spot the bolt head, but I
had a helper guide it onto the bolt.

Replacement is easy with the "dental floss" trick someone posted a year or
two ago. They wound a string aroung the bolt so that once they had the
bolt in place with just a bit of finger pressure, they could pull the
string and that caused the bolt to turn into its threads. Do the final
tightening with the passenger wheelwell trick.
