I can't speak for other states, but here (Idaho) I think the decision of small
claims is final. The shop owner could try to counter sue maybe - but that would
not be likely to work (here anyway). Small claims is pretty biased toward the
consumer.
I had to do this over a paint job on my old Jeepster. The guy worked out of a
residential garage off a back alley (I was 18 at the time and was a little too
trusting) and I could not find his home address to have him served. Apparently
he had other reasons to be hard to find - so I called his dim witted girl friend
when I knew he was at work and asked her for her address so I could send "the
insurance check". The Sherif was there that evening. Even this guy - who had
almost no identity had to pay up.
Personally, I would sue him because he was willing to play with your life by
putting that busted tie rod back on.
