[V8] scanned manual update

For those of you still using the manual that was scanned from the microfiche, I
made some changes to the HTML pages used to view it that make it somewhat less
pathetic.
The change was to use HTML frames so the table of contents stays in the left
frame and the manual page is either in the right frame - if you have the proper
viewer plugin, or in the app that the browser launches to view it. Either way
you do less switching around while trying to locate something.

The HTML files are e-mailable to anyone who would like them. You need to already
have the scanned manual on CD to use these files, and you would have to run it
from your hard disk - unless you burn your own CD after installing the new HTML
files.
