[V8] Fuel never reads Full

Steve et. al. -- The manual refers to one of Audi's specialty tools (VW
1301) which hooks to the fuel sender wires and responds to certain human
inputs on the board computer buttons.

Among other tidbits, it can confirm certain gauge positions by setting
the tool to certain settings ("130" and "250").  Is this diagnostic tool
something for which there's no substitute or is it just a voltmeter or
what?
