[V8] Cruise Control In-op: '90 V8

You might want to check that the cruise control vacuum "motor" and its rod
that connects to the throttle assembly are in place and operational.  The
rod passes through a plastic grommet that usually fails with age and then
can cause the rod to bind, making for unintended acceleration-type
circumstances, so a PO may have removed the rod.  You can get new grommets
at the dealer for a buck or two.  Same grommets are used in other models,
but are only listed as a separate part in the V8 parts.
