Just pick it up and dial 611 and the cellular provider that first picks up
the analog call will respond.  You have just tested it.

Here in New Jersey I went to an independent cell phone store (sells multiple
brands). The owner was good, and came out to the car to check out the phone.
He found out that Verizon would still let him activate the phone.

The bad news - those old analog phones seem to hog more radio frequency than
digital, so they still charge the same rates I had on my first ever cell
phone back in the late 1990's - about $30 per month for only 30 minutes,
plus overage charges.  You couldn't get any deals.
Plus you had to pay an activation fee.  

I think you can still use it for a 911 call even without activation - but
there was no way I could test that without bothering an emergency dispatcher
so I never bothered.
