[V8] loss of power/surging

I wonder if replacing the fuel filter shook something loose in the fuel
pump/tank?
There is a screen on the bottom of the pump that can get plugged up. Some have
removed this screen, I cleaned mine off and left it in place. The pump is a
major PITA to replace so check everything else first.
