[V8] Dim headlights

Can anyone please advise me where the V8Q headlamp control unit is located (and how to identify it). This is presumably a relay device that turns off the headlight main/dipped beams when the ignition is turned off.

I am tracing a dim headlight problem where I have a full 12 volts present at the switch on the steering column but only 10 volts at the dipped beam bulbs.

Driving by candle light is no fun !!
