Dave, #28 is for the computer that lives in the instrument cluster. This computer controls interior lighting (lights stay on for x amount of time after entering the vehicle, turns off if door stays open for *too* long). This computer also controls the 3 speed electric radiator fan, the charcoal canaster, and the fuel injectors.
I think Bob hit the jackpot on the fuse track. Hopefully it is meerly the fuse and not a short somewhere causing the fuse to blow...

Maybe a more basic question that I need to ask is where/what number is the fuse for the dash cluster lights? In a prior post I indicated that based on the manual the closest description seemed to be fuse #28 located in the upper-right part of the foot-well of the front passenger seat. It was not blown and when I pulled it out the interior lights went out. I then looked at several others and they all seemed fine.
So if I'm not looking in the right spot, I may just have a blown fuse - wouldn't that be nice.
