[V8] Fuel pressure regulator?

Symptoms of dying fuel pressure regulator:

slight odor of gasoline (yes)

tailpipes black - running rich (yes - what color should these be - 
grey/tan, or black?)

vague idle speed (yes - just started)


Does this sound like I need a fuel pressure regulator?
