The tension on the serpertine belt is done automatically.  There is no 
adjustment, except to replace the tensioner.  Remove the belt and see if the 
noise goes away.  If it does then it could be the one of the following idle 
wheels, AC compressor, powersteering, alternator, fan blade bearing or the 
belt itself.  If the noise continue then you have more problems which is 
internal to the engine.
