[V8] Electric Cooling Fan

Not sure if you got any replies yet. Yes, the IC controls it completely. You 
might try taking the IC out, taking EVERY board out of it, spraying with 
contact cleaner, and putting it back together. On Zay's V8 we did this, and 
even with some very badly burned boards, it has worked almost flawlessly.
