Ok,
I have sort-of been watching this thread - but I may not have seen
every reply that has been given - so you can tell me if this has already
been adressed. I have had problems similar to this on differen
applications before - not specifically a v8 but the same technique may
apply - If it were me I would do the following 7 steps:

     1. Drill a hole in the bottom of the filter to get most of the oil
out. (do this to keep from contaminating the engine)
     2. You say the filter housing spins in relation to the filter base,
so take an impact gun an spin that thing for about 10 minutes(give or
take)
     3. Because you have created heat and friction, some of the material
actually holding the housing to the base has been softened/removed - give
that thing a slight beating side to side - trying to break loose the outer
housing - then remove it.
     4. Remove the filter element by the same method.
     5. At this time you sould see the underside of the filter base, and
possibly the filter threads - take a long screwdriver and place it in one
of the holes on the base used for the return oil to pump. Using a hammer
ever so carefully try to turn the base loose.
     6. Clean it all very well.

Now I know there is limited room in there - belive me I have worked on
this car plenty to know that, but I think this is your best hope.

Finally #7. - buy a MANN filter next time, oil the gasket, and don't over
torque!

                       Good luck,
                            Jason
