[V8] High Beams

I just noticed this the other day.  On my '91 V8, I pushed the wiper
stalk away, just like on my old Avant.  Nothing seemed to happed, but
I wondered if this position is utilized in anyway that would not be
readily apparent.  Then I started wondering what I could use that
position for if I got creative...
