Good point. Guess I shouldn't respond to messages and talk on the phone at the same time. Don't worry, I drive much better when I'm on the phone than I type and drive.
I'll check my thermostat, but I'm sure it's working. I replaced it last year, and the engine temp is cooler when it is cool and warmer when it is warm. It usually sits around the 1/4 mark (75 C?) when it is cold and halfway between 75 and 100 when it is warm/hot out.
I checked the voltage to the OXS sensor, and it was fine for the heater circuit. The microfiche said 10-12 volts, but I was getting 13.7 volts. That good or bad? Also, the fuse had voltage, and the places between the fuel pump and the fuse that should have continuity did. I'm super stumped now. I still have the rich condition, so if anyone has any help to offer, let me know.

The cover on the relay box has a listing of the fuse and relay
definitions ... use that as your guide.
Notice that I did not say anything about ambient temperature affecting
fuel economy ... I agree that the mileage the car gets is dependent upon
ambient temp. I was specifically responding to the comment that the
failure of the OXS heater was the cause for the reduction in fuel
economy ... I'm pretty firm in that understanding ... any sign of change
in fuel economy dependent upon the ambient temperature is not due to the
OXS heater circuit not working. I'd check the thermostat for sure ...
if the thermostat is staying open and the weather is cold you can have a
situation where the ECU deliberately richens the mixture because the
engine is cold!
