Speedometer troubles vary from readout discrepancies to odometer failures, and I don't believe they're specific to any paricular year (the odo on my 91 was replaced at 30k, but some notification of any speedo change should be sought, either in the form of a sticker or carfax or repair history, especially with one showing such low mileage. 

That said, I bought a 90 F350 dually represented as having 87k but carfax showed 187k (long, irrellevant story), but I ended up keeping it and it was damn good truck. Moral is drive and assess before judging -- some high milers are way better than low.
