FLAPS (favorite local auto parts store) sell spray glues for headliners. Problem is that most of what falls is separating from the foam and won't likely glue back up neatly.
I haven't had the headliner off, but typically they are a foam backed fabric glued to a cardboard template that is held in by clips or screws. If you can remove all of the template, you can strip the old headliner off and glue on a new one. The FLAPS also sell headliner rolls.
I did this with a Grand Wagoneer - big job - using fabric from the FLAPS and the original cardboard template - it takes some care to get the headliner taut and wrinkle free, but it works well. mine looked great and held up fine for the time I owned it...
