Following the advise below regarding removing the dead foam. I have
successfully used "3M spray mount" glue to reattach the fabric. I have
repaired a Ford Bronco and the small panel for the sunroof of the V8q with
this.

I have taken the cardboard headliner out of many of my cars. I then
strip the fabric and foam from it. It is the foam that breaks down in time
and makes the headliner fall.
Then I take it to a headliner shop who for $60 will supply the material
and glue it on.I then re-install it.
The hardest part is finding a car that will transport the headliner to
the shop, as it's like a puzzel to get the 1 piece out or into the car.Small
rips in the cardboard can also be repaired by the shop, usually for no extra
cost
    Good luck,George
