[V8] Flickering Lights Voltage Regulator

... I'd seriously doubt the HVAC controller has the bandwidth to show
the variation ... in fact I'd doubt you'd see it on a DVM.  If the
frequency is low enough I'd recommend an analog voltmeter ... or an
oscilloscope to try to look for the variation ...
