Yes, MIL is smog nazi speak for check engine light ...

... it is supposed to be CA only ... but it appears that in CA now, even the 
49 state cars are expected to have the MIL functional.  There is added value 
even for the other cars in that the MIL will tell you if the ECU is seeing a 
problem ... and you can read the codes out there ...
