[V8] Right bank not working.

Hall sender doesn't influence the running and starting of a V8Q, it
defaults to a set value when the signal is out of range or missing.  

Your low compression settings on one bank indicate a mechanical event. 
Do a wet compression check and see what you get, a leakdown test might
also be in order.  Since it's one bank, might be a slipped belt.

You're a little over the timing belt interval of 60k (or 4 years).
