This is common all over the place in winter. Ethanol works like the other
additive - now banned because it is so toxic - called MTBE so you are probably
buying it just about everywhere. We have "Stinker" gas stations here and they
advertise the fact but all gas has to have some sort of "oxygenating" additive
in it for pullution control reasons. In fact, this is what our fearless leader
just mandated that can be deleted from new gas in the hope it will somehow
reduce tension in the middle east and then by the trickle down theory, reduce
our gas prices until after the mid-term elections.

So - the 10% gas should be OK (and you probably can't avoid it anyway). The
biggest downfall I see is the metal gas tank maybe rusting out a little faster
than usual.
There are no tunning problems with this gas either. Your mileage will probably
go down a little over straight gas simply because there is less energy per
gallon in Ethanol than gas.
