[V8] won't rev past 2,5k

 Listers, I know I've seen this before discussed but
you know going through the arcives is usless & I
didn't see this in the knowledgebase so I ask for a,
freind of mine.
His car won't rev past 2,5k..unplug the ISV & it revs
past 2,5k but very rough.
I suggested maybe the 02 sensor, but I'm not sure. So
anyone have any BTDT??
