WD-40 is good for Water Displacement, but it is not so good as 
a rust penetrant.  Try PB Blaster or Kroil.  Let it soak overnight,
and spray again.  Repeat 2 or 3 times.  Let the solution work
its magic.  A gentle tap with a hammer might help the solution
work its way into the threads, too.
