[V8] Surging.... but not FPR,running temps. TCU required

Mine settles down with a new set of plugs. Have you tried a cheap set of plugs?
Since they are so easy to change on this motor, you can replace them yearly and
just forget about the platinum.
I can't remember the plug part number offhand, but someone here will...

Other things to look at are:
- age and condition of the O2 sensor
- O2 sensor ground (or header pipe ground to engine block)
- sounds like you need a new thermostat
- any chance that you are feeling the A/C pump cycling? try turning the climate
control to vent
