Yes. Here in Maine, the registration fees involve an excise tax paid to the
town, and a plate fee (motor vehicle registration) paid to the State of
Maine.  The excise tax is a form of personal property tax and remains with
the town in which the vehicle is principally garaged.  The basis for the tax
is the cost new, and it depreciates down to a bottom level...for our Audis
that's around $160 per year and will go no lower.

difference in insurance premiums and taxes would make the V8 even more of a
bargain. 

Unless you're in a state like MI, where the annual license plate fee is
based on the original price of the vehicle.  Licenses for our 2 V8s are
$182 each.  The 200q20vs cost $167 each.
