[V8] multimeter interpretation

These are odd results. First off, I think you would be fine with a reading
anywhere within 10% of 1K - so 900 to 1100 should be OK. In fact, 20%
would probably work, so your readings are good - but the odd part is the
plastic cover. It appears to be adding a parallel resistance, and that
could be a big problem. When making resistance measurements, you have to
be careful not to let your body become part of the circuit. At least one
lead of the meter has to NOT TOUCH your body or anything else conductive
or you can add a parallel resistance path. I would double check your test
setup, and make sure the plastic cover is very clean.
