Hmm.  On #1 I suspect a grounding issue within the IC.  Check the soldering
points lately. All gauges are supposed to be not powered with ignition off.
Is it just the oil pressure gauge, or one of the other gauges as well.  I
suspect bad soldering joint or short somewhere.

#2 Hmm.  I've had this before, and you're right in thinking vacuum leak -- 
check (thoroughly) the vacuum tubing (I believe it's for the egr) that runs
from the engine along the back firewall at the strut mount tower.  I suspect
it might have rubbed (from motor movement) a hole right through.  Should
also be apparent at idle.  run your finger along the back side (as if it has
a hole, it will typically not be in your line of sight.  Just a guess, of
course.
