Concur with Ed.  Mine was running cold and pretty much unregulated--I put in
an 87 degree one.  That was about 3 years ago.  From that point forward it
goes quickly to 87 and locks there.  Only creeping upwards when in summer
traffic.  Besides making the heater more effective, it really helped the
surging habit.  You will be very pleased how much better they run at 87
versus 70-75.
