[V8] V8Q question(s)

Hi-great site, but I have two questions...
 
1) How do I post a question to get feedback on resolving the problem?
 
2) I have a problem with my 91 V8Q 5sp gauge cluster.  The Fuel  and Temp 
gauge needles stay to the far right (full & hot , respectively) as  long as the 
battery is connected, regardless of whether the ignition is on or  off.  Pull 
the battery cable and they return to the normal position. Any  ideas or 
suggestions for a repair shop?
