I think he was refering to full coverage insurance. An old car only needs 
liability if it's paid for. As old cars are cheaper, that is more common to 
be the case. And, the difference can be quite a savings.

Although, there are still some states that don't require liability 
insurance, with a few caveats that go along with that.
