[V8] 90 V8 vs 89 200

Here in Maine a car that is older than 15 years will not need a title to
register, nor will Maine issue a title on a car that is older than fifteen
years.

I am surprised that you even need a title or document other than a simple
bill of sale for the '90 V8.
