[V8] Title Rules In Different States

It's a DMV (or RMV) thing, depends on how good/bad it is in your state,
or which office you go to.  
In you BiLs case, a "free parts car" might get it off his hands, if not,
he can literally part it out himself.....exactly WHAT constitutes an
"automobile", and what constitutes "scrap metal" is subjective.  A friend
had a similar predicament with a car abandoned at his shop, the car
wasn't worth the effort or cost of getting a mechanics lien title, and
the State police were "cracking down" on repair plates etc., so we cut it
in 3 pieces or so and put it in his scrap metal dumpster one section at a
time.  

With the price of scrap metal what it is, he might try a scrap metal
collector, they'll dump the car into a 50 ft. scrap container or directly
to the prolerizer and it'll show up on these shores again as "made in
China" key chains or whatever.
