No mystery, it's a common failure, the fuse oxidizes and breaks, or burns
out from a quick short.  There's a piece of wire in there because the
previous owner didn't bother to buy a replacement fuse.  Same reason you
occasionally see an old house go up in flames, and the firemen find a
penny or quarter in the fuse box, which worked fine right up until it
caused the house to burn down.
