Sounds like a dealer bill for a window switch and "diagnostic time." 
Damn right he'll take less,  the only reason it's probably still sitting
at the dealer is because they haven't gotten around to turning the
mechanics lien into a clean title.  If they can find someone to take it
off their hands for parts only (sans title) they're ahead of the game if
they can get scrap weight for it.
