[V8] cams wont budge

i just a timing belt job on my v8, advanced the intake cams 3deg. Before I pulled the cams out, i could spin them slightly, now i cant budge them. Everything is are torqued down to 11ft lbs. Am I missing something? I am trying to turn them by hand. Chains are real tight too.
