[V8] castrated screw

In my overzealousness over fixing my binding problem I forgot to mention: When I took my passenger front wheel off I noticed that the Phillip head screw that holds the UFO to the hub was castrated right off. So I took a small drill bit and tried to drill it out very carefully. I got in about a quarter of an inch and the bit broke inside the screw. I put everything back together till I get a fix. It's bothering me that the rotor is not a tight fit, do I need to worry? Any ideas on a fix?
On another note the rubber accordion-like boots that surround the shocks are torn and hanging lose. Where do I find these? I'm wondering if I should replace my shocks as well since I have to get in there.
