[V8] Hydraulic system problem

I have a vehicle that had these symptoms once and it turned out to be a  
restriction in the return line.  The pump developed max pressure and the  belt 
started to slip and burn.  Went through three belts (at $25 each)  before I 
figured out that the return line was pinched.  A restriction in  the supply line 
would starve the pump and no pressure would be developed.
 
This is a "too much pressure" problem or a pump-drive problem.
