I just went through this -- it takes a little "forceful finesse". It does come off from the outside by sliding the assembly to one side (I think rearward) while using a baby flathead wrapped with tape to pry/push the tab in to release the whole shebang.
Maybe if you do the driver's side, helping it along from behind the fender, just to see how it works.
If you happen to break the lens, I have a spare you can have.

Ok how does one change the bulb on the pass side. I can not remove it from the outside. I can not release/lever it more that 1/16 of an inch the try and get anything behind it to release the tab. Easy to get the drivers side from inside the fender liner. On the pass side there is something pretty big mounted there and absolutely no room to get a hand in there to release it.
Any BTDT welcome.
Mike
