You are correct, Dave. And the function of the switches was the same through '90-93.

Further -- I'm not sure about '90 cars, but on my '91, I can activate
the front fogs independently from the rear. But the rear only works if
the fronts are on.
And for either to work the headlights have to be on low beam.
