Things are getting better for anything pre-OBDII around here.  The
Peoples Republic of MA used to follow the Peoples Repulik of Kalifornia
for emissions testing.  Here in MA,  since OBDII came out, you could only
sell brand new cars that were Kalifornia legal here.  Now anything
pre-OBDII is exempt from everything but a cursory visual inspection.  The
only time over the years that an inspection station ever opened the hood
around here was when they had machinery that needed to get an induction
reading off a plug wire, and that was a decade or two ago.  
It's definitely a patchwork out there though, some states (Arizona I
think) have Draconian inspections, while other states require no
inspection.
