[V8] open vacuum line

If it has not been said already, that hose (I can not see your  
pictures) goes to the cruise control fail safe switch.  If the cruise  
control were to somehow malfunction electronically (not likely but  
possible) and suck the throttle open, that vacuum switch is the only  
safety between you and that oncoming truck. If you plan to use the  
cruise control, you should make sure it works.
btw, I am pretty sure all cars have this switch. I do remember some  
story of an early Lexus that did not, and of course they had a  
failure.  I bet they do now...
