[V8] 1990 Instrument Cluster - Interior Lighting

The car has had a dead odometer since I got it, and recently the tach
died, so I went to swap out IC's for a "good" one. After the swap I
noticed that all the interior lights were on, but as my 4yr old was
"helping" I thought they were on as his way of helping.. I switched them
all to "off" and left the dash pad off,  so I could try the lights
tonight and make sure that all the IC lights work before buttoning her
back up.. glad I did as the footwell lights were still on from earlier
today. I ended up pulling the fuse to kill all the lights as nothing
would turn them off. 

 

Has anyone run into anything like this before? Thoughts? I have another
IC that I'll swap in tomorrow but I don't know where or how they would
be related.  It's the only thing that was changed so they have to be
related somehow; it's just got me stumped.
